medium: The dates and queue figures rest on four consistent trade press reports that relay the port's own updates, while the port's original crisis update pages are no longer online and could not be archived; the port's annual results confirm industrial action in 2025 but give no figure for these days alone.

  • Severity basis: Pilotage at Antwerp and Zeebrugge was restricted from 2025-10-05, vessel movements at Antwerp stopped on the national strike day of 2025-10-14, and more than 180 vessels were backlogged on 2025-10-15; no measured port effect has been computed yet, so level 2 is provisional.

What happened

From 2025-10-05 (5 October 2025) Flemish maritime pilots worked to rule in a dispute over pension reforms, assigning pilots only from 08:00 to 17:00, and ships queued for pilots at Antwerp and Zeebrugge. On 2025-10-14 a national strike left the Antwerp traffic control centre short of staff, and inbound and outbound vessels could not transit. The pilots suspended their action on 2025-10-15, when more than 180 vessels were backlogged and pilots still kept 12-hour rest periods. The unions gave the government until 2025-10-24 to show progress. On 2025-10-20 (20 October 2025) the port reported that outbound congestion had cleared and the inbound backlog was almost cleared. In its annual results it later estimated that industrial action cost about 25 days and 2.4 million tonnes in 2025.

This is a measured change in public data during the event window, compared with a baseline before it. It shows timing, not cause. We describe an event as causing a change only when an official source says so.

Timeline

  1. Pilots begin an open ended work-to-rule. Pilots are assigned only from 08:00 to 17:00, and the port says ships can be staffed from 10:00 at the earliest. [s1] [s2]
  2. The port reports continuing congestion, with 54 ships at Antwerp that have no pilot scheduled and 32 that are delayed. It warns of severe disruption to arrivals and departures in the coming days. [s1] [s2]
  3. A national strike called by public sector unions closes Antwerp and other Belgian ports to inbound and outbound vessels, because the maritime control centre is short of staff. Activity continues inside the port. [s3]
  4. The pilots suspend their action and ship movements resume. More than 180 vessels are backlogged, 128 inbound and 60 outbound, and the logistics chain runs at about 70 percent of capacity while pilots keep 12-hour rest periods. [s3]
  5. The port says there is no longer congestion for outgoing vessels and the inbound backlog is almost cleared, with 23 vessels still lacking a confirmed schedule and 15 delayed. Zeebrugge is no longer affected. [s4]

Cause

The pilots' associations and unions took action over federal pension reforms and said the government was not honouring a provisional agreement reached in the summer of 2025. Government ministers said they were proceeding with that agreement and urged the pilots to end the action. The national strike on 2025-10-14 was called by public sector unions against pension reforms and spending cuts. Attributed by: Professional Association of Pilots, Flemish and federal ministers, and public sector unions. [s1] [s3]

The cause is disputed.

Resolution

2025-10-20 (20 October 2025): The pilots suspended their action on 2025-10-15 and unions gave the government until 2025-10-24 to show progress. By 2025-10-20 the port reported no outbound congestion and an almost cleared inbound backlog, although no agreement had been reached. The port later estimated that industrial action across 2025 cost about 25 days and 2.4 million tonnes. [s3] [s4] [s5]
