What happened

On 2022-10-29 (29 October 2022) Russia suspended its part in the Black Sea Grain Initiative, citing an attack on ships at Sevastopol that it blamed on Ukraine. At the Joint Coordination Centre in Istanbul on 2022-10-30 the Russian delegation confirmed an indefinite suspension, including of ship inspections. Turkish and United Nations teams, with Ukraine's agreement, kept some inspections and corridor sailings going on 2022-10-31 and 2022-11-01, which the United Nations called temporary and extraordinary, and the remaining delegations agreed that no vessels would move on 2022-11-02. That day Russia said it was resuming implementation after written assurances from Ukraine, and the United Nations Secretary-General welcomed the decision.

This is a measured change in public data during the event window, compared with a baseline before it. It shows timing, not cause. We describe an event as causing a change only when an official source says so.

Timeline

  1. Russia announces that it is suspending its involvement in the initiative, citing an attack the same day on ships in the port of Sevastopol. [s1] [s4]
  2. The Joint Coordination Centre meets in Istanbul and the Russian delegation confirms an indefinite suspension that includes inspections. Turkish and United Nations delegations propose 10 inspection teams for 2022-10-31, aiming at 40 outbound vessels, which Ukraine accepts. 97 loaded and 15 inbound vessels are registered for inspection. [s1]
  3. Fourteen vessels, 12 outbound and two inbound, use the corridor, and inspectors complete 46 inspections of outbound ships. [s2]
  4. Inspectors complete 36 outbound inspections and three outbound vessels carrying 84,490 tonnes use the corridor. The United Nations says no vessels will move on 2022-11-02 and calls the post-suspension movements temporary and extraordinary. [s2]
  5. The Russian defence ministry says it is resuming implementation after written guarantees from Ukraine, sent to the Joint Coordination Centre on 2022-11-01. The Secretary-General welcomes the decision. [s3] [s4]

Cause

Russia said it suspended implementation after an attack on 2022-10-29 on Black Sea Fleet ships and civilian vessels at Sevastopol that it attributed to Ukraine. A report on the United Nations briefing of 2022-11-01 said Russia accused Ukraine of using the safety corridor for operations against Russia, which Ukraine categorically denied. Attributed by: Russian Ministry of Defence and Ukraine. [s1] [s2] [s4]

The cause is disputed.

Resolution

2022-11-02 (2 November 2022): Russia resumed implementation after the United Nations and Turkey helped obtain written assurances from Ukraine that the corridor would be used in line with the initiative's rules, and the Secretary-General welcomed the decision. [s3] [s4]
